On June 15, 2007, the House of Representatives passed H.R. 2638, the fiscal year (FY) 2008 appropriations bill for the Department of Homeland Security, affecting U.S. Customs and Border Protection, Immigration and Customs Enforcement, the Transportation Security Administration, etc.
Automated Commercial Environment (ACE)
The Automated Commercial Environment (ACE) is the CBP's electronic system through which the international trade community reports imports and exports to and from the U.S. and the government determines admissibility.
U.S. Customs and Border Protection issued an ABI administrative message on December 21, 2007 advising ABI filers that the problems with the KI (bond query) and TI (5106 Importer add/update), as outlined in Adm: 07-0280 have been resolved.
U.S. Customs and Border Protection has issued an ABI administrative message advising ABI filers that there are problems with the ABI application identifiers TI (CBP Form 5106 add/update) and KI (bond query).
U.S. Customs and Border Protection has issued an ABI administrative message announcing that the Automated Commercial Environment (ACE) Help Desk's email address has been changed to ACEHELPDESK@cbp.dhs.gov.
U.S. Customs and Border Protection has posted to its Web site an updated version of its document entitled "ACE Workplan Schedule" which provides a list of the changes and/or fixes to the Automated Commercial Environment and other systems it interfaces with that have been scheduled for deployment from November 17, 2007 through December 15, 2007. CBP has previously stated that this list contains only those changes and/or fixes that impact the trade community.
U.S. Customs and Border Protection has posted a notice providing information about the International Trade Data System, the mechanism for coordinating intergovernmental participation in the Automated Commercial Environment (ACE) trade processing system.

The annual report to Congress on the International Trade Data System program has recently been posted to the ITDS Web site. This report details the progress toward incorporating ITDS functionality into the Automated Commercial Environment, the status of Federal agencies in implementing ACE/ITDS, etc.
U.S. Customs and Border Protection has posted to its Web site a notice which announces the phased enforcement of mandatory Automated Commercial Environment electronic manifest: Truck for advance cargo information purposes at all land border ports in Alaska beginning February 11, 2008.
