CBP posted its draft agenda and numerous other documents for the upcoming Advisory Committee on Commercial Operations of Customs and Border Protection (COAC) meeting on Aug. 15 in Seattle. The materials include presentations, draft recommendations, and other documents on the role of the Broker, Simplified Entry, Bonds, Residue, the Global Supply Chain, and other topics.
CBP released its Aug. 8 Customs Bulletin (Vol. 46, No. 33). While the Bulletin does not contain any ruling articles, it does list recent notices and Court of International Trade decisions.
CBP exams and holds on goods are among the largest difficulties among importers and brokers, according to the first Trade Efficiency benchmarking survey, released Aug. 8. The survey, done in June by the Advisory Committee On Commercial Operations (COAC), is meant to be a look at CBP's trade facilitation and effect on lowering costs of compliance. The survey was among a large set of COAC materials released by CBP. (See 12080922 for a list of the materials.)
CBP said the 2012 Customs-Trade Partnership Against Terrorism (C-TPAT) Conference originally scheduled for Sept 24-26 will be postponed and the conference won't be held in September "due to scheduling and logistics challenges." CBP said it's working to "revise the planning in order to bring you the conference material at a later date." CBP said Aug. 7 it was postponing the East Coast Trade Symposium.

A group of 10 Democrats and 34 Republicans from the House of Representatives asked Energy Secretary Steven Chu to facilitate the approval of liquefied natural gas (LNG) facilities around the U.S. for export. The letter said the inability for LNG producers to market to international customers could hurt production in the U.S. While the Energy Department has started to review and issue LNG export licenses, there's concern the process doesn't have a timeline or "sense of urgency," the lawmakers said.
CBP posted the ANSI X12 309 Manifest with Security Filings transaction set on its Website Aug. 8. The transaction set can be used by carriers, NVOCC's, brokers and/or Third Party contractors submitting on behalf of importers regarding cargo arriving in or departing from oceangoing vessels.
CBP issued its weekly tariff rate quota and tariff preference level commodity report as of Aug. 6. This report includes TRQs on various products such as beef, sugar, dairy products, peanuts, cotton, cocoa products, and tobacco; and certain BFTA, DR-CAFTA, Israel FTA, JFTA, MFTA, OFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs; etc. Each report also includes the AGOA, ATPDEA, BFTA, DR-CAFTA, CBTPA, Haitian HOPE, MFTA, NAFTA, OFTA, SFTA, and UCFTA TPLs and TRQs for qualifying textile articles and/or other articles; the TRQs on worsted wool fabrics; etc.
CBP posted an Aug. 6 version of its CF 1400 (Record of Vessel in Foreign Trade Entrances) electronic query report of the Vessel Management System (VMS), in accordance with 19 CFR 4.95, organized by entrances. CBP also posted a version of its CF 1401 (Record of Vessel in Foreign Trade Clearances) electronic query report of the VMS, in accordance with 19 CFR 4.95, organized by clearances.
