CBP opened the Automotive and Aerospace Center of Excellence and Expertise (CEE) in Detroit Sept. 4, it said in a Sept. 6 press release.. The center has started centralized processing for all trusted partners in the automotive and aerospace industry, it said.

Customs Rulings Online Search System (CROSS) was updated Sept. 5 with 138 rulings, bringing the total number of searchable rulings to 173,879. The most recent ruling is dated 9/1/2012.

CBP invited members of the trade industry to attend a public meeting on the Cut Flower Pilot Project, a proposal developed by CBP, the Department of Agriculture (USDA) and the Association of Floral Importers of Florida that will be conducted at Miami International Airport in 2013 in conjunction with the CBP Simplified Entry Pilot. The meeting will take place on Sept. 12 from 9:30-11 a.m. at Miami International Airport, Cargo Area 2261 NW 66th Avenue Building 702 - Suite 205 Miami, Florida. In the Sept. 5 issue of the CBP Bulletin (Vol. 46, No. 37), CBP issued a notice detailing the dates and draft agenda for the 50th Session of the World Customs Organization's Harmonized System Committee, which will meet in Brussels on Sept. 19-28.
A group of 28 trade associations led by the Express Association of America (EAA) pushed the Senate Finance Committee to take up legislation to raise the de minimis level for low value shipments. The signatories said in the letter to Senate Finance Committee Chairman Max Baucus (D-Mt.) and Ranking Member Orrin Hatch (R-Utah) that they should support a Senate companion bill to HR-1653, which would raise the minimum import value for goods requiring customs documents or duties. CBP received no comments on two proposed ruling revocations in the Aug. 1 bulletin (Vol. 46, No. 32), said a CBP spokesman. Comments were due Aug. 31 on the two notices proposing to revoke two rulings and similar treatment regarding the tariff classification of insulating mineral materials and Ultralube D-806, a polyethylene-based substance.
CBP issued its weekly tariff rate quota and tariff preference level commodity report as of Sept. 4. This report includes TRQs on various products such as beef, sugar, dairy products, peanuts, cotton, cocoa products, and tobacco; and certain BFTA, DR-CAFTA, Israel FTA, JFTA, MFTA, OFTA, SFTA, UAFTA (AFTA) and UCFTA (Chile FTA) non-textile TRQs; etc. Each report also includes the AGOA, ATPDEA, BFTA, DR-CAFTA, CBTPA, Haitian HOPE, MFTA, NAFTA, OFTA, SFTA, and UCFTA TPLs and TRQs for qualifying textile articles and/or other articles; the TRQs on worsted wool fabrics; etc.
