The document also now includes a list of Automated Commercial Environment (ACE) capabilities, descriptions of ACE goals and the impacts of certain capabilities.

Automated Commercial Environment (ACE) filers can now transmit entry summaries certified for cargo release for Entry Type 03 (AD/CVD) using Remote Location Filing (RLF), said CBP in a CSMS message.
The Obama administration should reconsider its preliminary decision to terminate the agreement suspending an antidumping investigation of Mexican tomatoes, the National Customs Brokers and Forwarders Association of America (NCBFAA) said in an Oct. 18 letter to the president. The International Trade Administration recently posted its preliminary results of the changed circumstances review of fresh tomatoes from Mexico, potentially leading to a new antidumping investigation and the imposition of AD duties. CBP needs to increase counterfeit interception efforts to help prevent the entrance of fake and faulty auto parts into the U.S., Sen. Carl Levin (D-Mich.) said in an Oct. 18 letter to Department of Homeland Security Secretary Janet Napolitano. "It is estimated that millions of counterfeit auto parts enter the United States every year with only a fraction being intercepted at the border," said Levin.
CBP is requesting comments by Dec. 21 for an existing information collection concerning trademarks and copyrights. CBP proposes to extend the expiration date of this information collection without a change to the burden hours or to the information collected. The notice is scheduled to run in the Federal Register Oct. 22.
CBP Seattle updated its Automated Manifest Systems (AMS) standardized procedures at Seattle-Tacoma International Airport for manifesting bag tag numbers, said a Trade Information Notice (TIN). CBP Seattle said there have been a number of questions over whether bag tag numbers were required in Air AMS.
CBP posted documents on changes to the Customs and Trade Interface Requirements (CATAIR). The updates will change usage notes text to allow for entry type 03 to be filed via remote location filing (RLF) and remove “First Sale” filing requirements, said CBP. CBP previously said it was targeting mid-October for RLF 03 entries and would look to expand the RLF program rather than overhauling customs broker permitting requirements.
House Ways and Means Trade Subcommittee Chairman Rep. Kevin Brady (R-Texas) will be the keynote speaker at CBP's annual trade symposium, the agency said in a press release. The symposium will be at the Renaissance DC Downtown Hotel, Washington, D.C., Oct. 29-30. The event is sold out, though online registration is available (here).

CBP issued a memorandum saying the second tranche (period 2) for the fiscal year 2013 specialty sugar tariff rate quota opens Oct. 26, at 1 p.m. EDT, or its equivalent in other time zones. The second tranche has a specialty sugar allocation of 35,245,000 kg and is expected to oversubscribe at opening moment.
