Steel Freight Rail Yokes Not Covered by AD on Freight Railcar Couplers From Mexico

Certain steel freight rail yokes imported by Amsted Rail Company are not included in an antidumping duty order on freight rail couplers from Mexico, the Commerce Department said in a July 3 scope ruling.

The scope ruling covers certain freight railcar couplers and parts thereof, Commerce said. Railcar couplers are composed of two parts, it said: knuckles and coupler bodies. They can also include other components, it noted, and other products attached to railcar couplers are also considered to be covered by the order.

Amsted’s imports are unattached “E type yokes and F type yokes,” classified under Harmonized Tariff Schedule heading 9607, the department said.

It said it didn’t need to look beyond the plain language of the order to reach its conclusion. It added that the order’s petitioner, Coalition of Freight Coupler Producers, also had declared it didn’t oppose Amsted’s exclusion request for its yokes.
