China Select Committee Chair Urges More Entity List Additions

The Bureau of Industry and Security should add several Chinese firms to its Entity List for helping China’s military and human rights violations, House Select Committee on China Chairman John Moolenaar, R-Mich., said May 13.

Moolenaar said he would start with biotech companies such as WuXi Apptec, MGI and all of BGI’s subsidiaries, as well as drone makers such as Autel Robotics. Moolenaar’s predecessor made similar recommendations for Autel in November (see 2312010012), Wuxi Apptec in February (see 2402130049) and MGI and BGI in April (see 2404010065).

China “constantly seeks new ways to bypass our export controls, and we must be equally as adaptive,” Moolenaar said.

BIS last week added 37 Chinese entities to the Entity List for trying to acquire export-controlled items for China’s military or quantum technology efforts, helping to ship controlled items to Russia, or for supporting China’s “High Altitude Balloon” program (see 2405090020). Noting that a Chinese high-altitude balloon flew over the U.S. in February 2023, Moolenaar said the balloon- and quantum-related listings were welcome but overdue.
