Brazil, Mexico, Canada Announce AD/CVD Actions on Chinese Imports

Brazil, Mexico and Canada recently announced antidumping and countervailing duty actions and decisions on certain products from mainland China, the Hong Kong Trade Development Council reported March 7.

Brazil recently began an AD probe on certain flat-rolled steel products from China, and producers and exporters will have 30 days to complete and return questionnaires to the Brazilian government. The country also found circumvention of AD orders on certain ceramic tableware made in China but claimed to be produced in Malaysia, and of certain austenitic stainless steel flat‑rolled products claimed to be produced in Vietnam. "Moving forward, subject merchandise from" the producers mentioned "will be considered to be of mainland Chinese origin," HKTDC said.

The report also said Mexico recently issued an AD order on certain mainland Chinese steel grinding balls for mills. Imports of those goods will face duties of 3.68%, 4.45% or 12.35% for the next five years, depending on the Chinese exporter.

Canada recently issued the results of an administrative review of AD/CVD measures on certain Chinese mattresses. The country underwent a "normal value review to establish the normal values, export prices and amounts of subsidy applicable" to mattresses from China or exported by China-based Shenzhen Lantise Technology Co. Ltd.

"Due to the broadness of the actual costs that were provided by the [Chinese] exporter and information being unverifiable," HKTDC said, Canada determined the information "was unreliable for purposes of determining normal values and amounts of subsidy." The report said the "normal value will be determined in accordance with a ministerial specification based on the export price of the goods advanced by 146.6 percent, while the amount of subsidy will be 178.61 Renminbi per unit."
