CBP Posts Request for Information From Broker Continuing Education Accreditors

CBP recently posted a request for information seeking input on its process for selecting accreditors of customs broker continuing education courses, the agency said in a CSMS message Sept. 8. “CBP seeks information from organizations that believe they are able to provide accreditation services as it specifically relates to licensed customs brokers,” the RFI said.

The request asks whether there are any other criteria CBP should take into account beyond those listed in the agency’s September 2021 proposed rule on broker continuing education (see 2109090030), later finalized in 2023 (See 2306220036). One of those criteria is that at least one official in the entity has a customs broker license and a demonstrated knowledge of U.S. customs laws, regulations and practices. CBP is also asking potential accreditors what process they’ll use to process accreditation requests, what a reasonable turn-around time would be, estimated cost for accreditation services and how the organization would avoid conflicts of interest, among other things.

Responses are due Sept. 29. CBP will hold “industry days” Oct. 30 through Nov. 3 "to allow the vendors that responded to the RFI to give one-on-one presentations with CBP,” the RFI said. “CBP will review the RFI submissions and contact the vendor directly to schedule a presentation time.”

CBP said the RFI is for “informational purposes only,” and “a solicitation is NOT being issued.” The RFI “will allow the Government to identify interested sources capable of meeting all requirements. The information sought will be used for the purposes of preparing a future Request for Proposals to become an accreditor of education for licensed customs brokers,” the agency said.
