Newly Released CBP HQ Rulings on April 13

The Customs Rulings Online Search System (CROSS) was updated April 13 with the following headquarters rulings (ruling revocations and modifications will be detailed elsewhere in a separate article as they are announced in the Customs Bulletin):

H329582: Hinges; Country of Origin; Section 301 Measures

Ruling: The country of origin of the E3CICS is Poland.
Issue: What is the country of origin of the E3CICS for the purposes of applying Section 301 trade remedies?
Item: A Centor E3CICS Concealed Intermediate Set of weatherproof folding doors for residential homes.
Reason: The manufacture of the pins in Poland and the assembly with the other components mean that the imported materials will undergo a substantial transformation in Poland.
Ruling Date: April 5, 2023

H329892: 19 U.S.C. § 1466; Vessel Repair; U.S. Origin Goods; M/V GREEN COVE; Seabulk Fleet Management LLC; Protest Number 2022-22-100831; Vessel Repair Entry Number C20-0083507-7

Ruling: The Application for Further Review is denied.
Issue: whether Item Nos. 47 and 50 are exempt from vessel repair duties under 19 U.S.C. § 1466
Items: Two U.S.-origin items for boat repair, not of a class of goods typically installed.
Reason: The applicant provided no evidence that the installation was performed by residents of the U.S. or members of the regular crew as required for vessel repair duty exemption.
