SpaceX 2nd-Gen Application Carries Undue Burden: Hughes

SpaceX's second-generation constellation modification application requires both the FCC and other operators to analyze the impacts of multiple constellations, while operators would need to design constellations with less flexibility than if only one design is licensed, Hughes officials told International Bureau staffers per a post Thursday. It said rules are clear about needing to file a single, comprehensive proposal for review and urged the agency to either dismiss the application or require a revision and filing of a waiver of rules.
