CBP Detention Order Issued on Hair Products From Xinjiang Region of China

CBP issued a withhold release order for imported hair products “manufactured by Hetian Haolin Hair Accessories Co. Ltd. (Haolin), who operate in the Xinjiang region of China,” CBP said in a news release. The WRO was issued due to suspicions of forced labor use and is effective as of May 1, CBP said. The use of forced labor in the Xinjiang region has gotten new attention from lawmakers in recent months (see 2003180037).

CBP said the WRO is based on information that “reasonably indicates the use of forced labor.” Brenda Smith, executive assistant commissioner of CBP’s Office of Trade, said “it is critical that members of the trade community closely inspect their supply chains to ensure that American businesses and consumers can trust that the products they purchase are safely and ethically sourced, without the use of forced labor of any kind.”

Under the WRO, CBP will detain such cargo at all ports of entry. Importers of the goods can either re-export the detained shipments or provide information to CBP to demonstrate the goods are not in violation.
