USTR Issues New Exclusions From Section 301 Tariffs
The Office of the U.S. Trade Representative is publishing two new sets of product exclusions from the 25 percent Section 301 tariffs on goods from China (see 1909300009). The product exclusions apply retroactively to when each tranche initially took effect. That was July 6, 2018, for the first tranche, and Aug. 23, 2018, for the second tranche.
The first tranche notice also contains some corrections to another recent notice on tariff exclusions (see 1909180004). USTR said that it would correct errors in the notes included in the annex to that first tranche notice. "These notes relate to HTS subheadings covered by other tariff actions, but they were placed in the annex to the notice," the agency said.
Goods entered under the first tranche exclusions will be classified in new tariff subheading 9903.88.19, USTR said. Goods from the second tranche exclusions should be classified in subheading 9903.88.20, it said. Altogether, the new exclusions include 103 specially prepared product descriptions that cover 511 separate requests. The two lists of exclusions include subsets of tariff numbers in chapters 39, 70, 73, 84, 85, 86, 88 and 90.
