Congress should enact a federal privacy framework that emphasizes user control of data and requires opt-in consent for collection, said Charter Communications Senior Vice President-Policy and External Affairs Rachel Welch Wednesday. The new policy should strengthen the current notice and consent regime, not replace it, Welch wrote, emphasizing a need for transparency.
