Canadian Government Notices as of Aug. 20

The government of Canada recently issued the following trade-related notices as of Aug. 20 (some may also be given separate headlines):

• Canadian international transactions in securities for June 2018. Statistics Canada reports that foreign investment in Canadian securities totaled $11.5 billion in June, up from $3 billion in May, while Canadian investment in foreign securities increased to $11.3 billion, the largest investment since January 2018. International transactions in securities generated a net inflow of funds of $256 million in the Canadian economy in June, for a total of $7.6 billion in the second quarter.
• Release prior to payment privilege.The Canada Border Services Agency issued on Aug. 18 updates to Memorandum D17-1-8, which explains the policies and procedures related to the privilege associated with the release of imported goods prior to payment of duties and taxes and how to post security for the acceptance of uncertified cheques. The updates include clarifying language and examples to illustrate certain lists and explanations included in various sections.
• Information pertaining to the application, collection and adjustment of a surtax. The Canada Border Services Agency issued on Aug. 17 an update to Memorandum D16-1-1, which provides information concerning the administration and enforcement of surtax orders under sections 53, 55(1), 60, 63, 68(1), or 78 of the Customs Tariff. The update is an amendment to Paragraph 10, to clarify the appeal provisions for the assessment of a surtax.
• Product Recalls: Seabreeze International Corp. recalls certain Smart Thermaflo Heaters manufactured in China, for fire hazard; Empack Spraytech Inc. recalls Emzone Brake & Parts Cleaner manufactured in Canada, for injury hazard due to improper labeling; Jimmy Hack Golf, LLC recalls Orange Whip Trainer manufactured in the United States, for injury hazard.
