CBP Seeking Input on CTPAT Minimum Security Criteria Updates
CBP posted updated Customs-Trade Partnership Against Terrorism Minimum Security Criteria to the CTPAT portal and is seeking comments from CTPAT members, CBP said in a document posted ahead of the Aug. 1 Commercial Customs Operations Advisory Committee (COAC) meeting. "In late July, CTPAT Members received an email from the program outlining the key elements of the socialization strategy -- including the development of Workbooks for each of the entities eligible for CTPAT membership which have been uploaded to the CTPAT Portal; the delivery of live webinars; and an agenda outlining a series of workshops that are being delivered throughout the United States by CTPAT field personnel," CBP said.
CTPAT members can provide feedback "to CBP via an electronic Excel form at any time" during the 90-day "socialization period," it said. After that period, CBP will consider making changes and a finalized MSC will be eventually posted on the CTPAT webpage, it said. "CBP plans to provide an update to the membership at large during the C-TPAT conference in September."
According to a Mohawk Global Trade Advisors blog post, the updated criteria involve: Agricultural Security/Personnel Security Issues; Cybersecurity: Non-IT Security Technology; High Security Seals/Highway Carrier Issues; Prevention of Money Laundering and Terrorism Financing/Risk Assessment; and Security Management and Administration. CBP has said it plans to phase in CTPAT changes in October (see 1806070058).
CBP is also "developing a blockchain proof of concept to test the potential use of blockchain in the IPR environment," the agency said in its Intellectual Property Rights Working Group report. CBP and the working group will work to find private sector participants, it said. CBP is already planning to test blockchain use for NAFTA and Central America Free Trade Agreement certificate of origin processes (see 1805090031).
