CBP Sets July 8 Deadline for ACE Drawback, Duty Deferral and Reconciliation

CBP will require ACE filing beginning July 8 for drawback and duty deferral entries and entry summaries, it said in a notice (here). The same July 8 deadline will also apply to reconciliation and recently announced changes to post-summary corrections and period monthly statements (see 1612090021 and 1701060029), it said (here). On that date, CBP’s legacy Automated Commercial System (ACS) will no longer be authorized for drawback, duty deferral and reconciliation filings, the agency said.

The new mandatory use date follows several delays to the original Oct. 1 deadline for ACE post-release, which had been most recently set for Jan. 14 (see 1609070049 and 1612090030). The latest, indefinite delay was prompted by issues with testing, particularly with drawback, and “stakeholder feedback” (see 1701110039 and 1702090046). CBP did not immediately comment.

Along with the switch in filing systems, CBP is making additional modifications to post-release functions beginning on July 8, including the elimination of blanket reconciliation flagging and beginning fully electronic transmissions of reconciliation and drawback claims (see 1612090030). Multiple entry types for drawback will be replaced by a single entry type 47, and electronic claims will be limited to 5,000 records, CBP has said (see 1608110026). Changes to post-summary corrections on July 8 include expanded eligibility to new entry types.
