CBP Opens ACE Cargo Release Test to Type 03 Entries, Split Shipments
CBP is now allowing testing simplified entry of cargo that's subject to antidumping/countervailing duty proceedings, it said in a notice (here). The Automated Commercial Environment cargo release pilot, previously known as simplified entry, will also now allow for filing for release of split shipments, partial shipments, and cargo that's been moved in-bond, said CBP. This test expansion follows another change made last month to allow for combined entry and importer security filing data (see 1502090010).
The test now supports filings for release of cargo subject to AD/CV duties, known as Type 03 entries, effective March 1, said CBP. Previously, the test only supported Type 01 and Type 11 entries. The test is part of CBP's ongoing effort to update ACE with components designed to introduce a new capability or to replace specific functions from the Automated Commercial System, which CBP plans to stop using.
Participating importers or brokers can now provide new data elements for cargo transported by air, ocean, rail, or truck, said CBP. In addition to the required 12 data elements, filers will have the option to provide three new elements:
- Port of Entry (if an in-bond number is provided in the entry submission, the planned port of entry must also be provided),
- In-Bond number (if an in-bond shipment)
- Bill Quantity (if bill of lading quantity is specified in the entry, it becomes the entered and released quantity for that bill. If the bill quantity is not specified, full bill quantity will be entered and released for that bill).
CBP will process the submission once it gets the data and will then transmit its cargo release decision to the filer, the agency said. "If a subsequent submission is submitted to CBP, CBP’s decision regarding the original submission is no longer controlling. The merchandise will then be considered to be entered upon its arrival in the port with the intent to unlade."
