CBP Gives Details on Modifications to CAFTA-DR Textile and Apparel Preference Rules

CBP summarized the modifications to textile and apparel preference rules as part of the Dominican Republic-Central America-U.S. Free Trade Agreement (CAFTA-DR). On Sept. 26, the U.S Trade Representative published a notice in the Federal Register (77 FR 59241) announcing Oct. 13 as the effective date for these certain modifications to the textile and apparel preference rules.

Summary of Modifications

As of Oct. 13, textile and apparel goods entered, or withdrawn, for consumption, must meet the amended rules under CAFTA-DR, found in HTS GN 29, in order to qualify for duty-free treatment. Any post entry preference claims filed for goods entered prior to Oct. 13, must comply with the CAFTA-DR rules in effect on the date of entry, said CBP.
