CBP Announces FY 2013 Raw Cane Sugar TRQ to Open Oct. 1

CBP issued two memorandums on in-quota allocations for the fiscal year 2013 raw cane sugar tariff rate quota, which will open on Oct. 1. The first memo lists the country-specific in-quota allocations for the FY 2013 raw can sugar TRQ. Instructions regarding the certificate of quota eligibility (CQE) are also included in the memo (here).

Specialty Sugary TRQ

CBP also issued a memo saying the first tranche (period 1) for the fiscal year 2013 specialty sugar tariff rate quota will open Oct. 12 at 1 p.m. EDT (here).

The first tranche has a specialty sugar allocation of 1,656,000 kg and is expected to oversubscribe at opening moment.

(The USDA has said all specialty sugars are eligible for entry under this first tranche. The second tranche will open on Oct. 26, and be equal to 35,245 MTRV. The remaining tranches will each be equal to 20,003 MTRV, with the third opening on Jan. 11, 2013; the fourth, on April 11, 2013; and the fifth, on July 11, 2013. The second, third, fourth, and fifth tranches will be reserved for organic sugar and other specialty sugars not currently produced commercially in the U.S. or reasonably available from domestic sources.)

Relevant HTS Chapters

CBP’s notice also lists the relevant HTS Chapters 17 and 21 tariff numbers for the in-quota rate, as well as the HTS Chapters 17, 21, and 99 tariff numbers for the over-quota rate.
