German Thermal Paper: Final Results of AD Admin Review

The International Trade Administration issued the final results of the administrative review of the antidumping duty order on lightweight thermal paper from Germany (A-428-840) which sets an AD cash deposit rate for one manufacturer/exporter. This rate, which is effective April 9, 2012, is expected to be implemented by U.S. Customs and Border Protection soon.

ITA Enjoined from Liquidating Entries; Will Collect AD Cash Deposits, but No AD Assessments Yet

The ITA has been enjoined from liquidating entries of the subject merchandise produced and exported by Koehler. Therefore, it does not intend to issue liquidation instructions to CBP for such entries covered by this administrative review until the preliminary injunction, issued by the Court of International Trade on February 5, 2009, is lifted. Upon lifting of the injunction, the ITA will determine and CBP will assess AD duties on all appropriate entries. AD cash deposits, however, will be collected from the effective date of April 9, 2012.

(The review period is 11/01/09 -- 10/31/10. See ITA's notice for more information, including the scope of the order, detailed cash deposit and assessment instructions, the "All-Others" rate of 6.5% (unchanged since the investigation), etc. See ITA's Online Archives 11120817 for summary of the preliminary results of this review, which are unchanged in these final results.)
