CBP Seeks Add'l Comments on TIB Extension Application (Form 3173)
U.S. Customs and Border Protection is requesting additional comments by May 10, 2012 on an existing information collection requirement, the Application for Extension of Bond for Temporary Importation (CBP Form 3173). CBP proposes to extend the expiration date of this form with no change to the burden hours or to the form itself.
Form 3173 Used to Extend Time of Temporary Imports Without Duty Payment
Imported merchandise which is to remain in the customs territory for a period of one year or less without the payment of duties is entered under as a temporary importation, as authorized under the Harmonized Tariff Schedule1. When this time period is not sufficient, it may be extended by submitting an application on CBP Form 3173, "Application for Extension of Bond for Temporary Importation". This form is provided for by 19 CFR 10.37.
CBP Estimates 1,200 Respondents with 14 Annual Responses Each
CBP estimates there will be 1,200 respondents with 14 annual responses per respondent at an estimated 13 minutes per response. CBP estimates a total of 16,800 annual responses and a total of 3,646 annual burden hours.
Comments Requested on ways to Minimize Burden, Etc.
CBP is asking for comments from the general public and other Federal agencies on (a) whether the collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency’s estimates of the burden of the collection of information; (c) ways to enhance the quality, utility, and clarity of the information to be collected; (d) ways to minimize the burden including the use of automated collection techniques or the use of other forms of information technology; and (e) the annual cost burden to respondents or record keepers from the collection of information (total capital/startup costs and operations and maintenance costs).
