Oman Steel Pipe: CV Preliminary Negative Determination

The International Trade Administration made a preliminary negative countervailing duty determination that countervailable subsidies are not being provided to producers and exporters of circular welded carbon-quality steel pipe from Oman (C-523-802). The ITA preliminarily found de minimis CV rates for the single mandatory respondent and, consequently, "All-Others". As such, ITA will not direct U.S. Customs and Border Protection to suspend liquidation of entries of circular welded carbon-quality steel pipe from the Oman, and, for the time being, there will be no CV cash deposit or bond requirements.

(The preliminary determination in the companion AD investigation of circular welded carbon-quality steel pipe from the Oman (A-522-801) has not yet been issued, and liquidation may still be suspended for AD reasons and AD cash deposits/bonds required. See future issues of ITT for summary of the AD preliminary determination.)

ITA May Still Suspend Liq, Require Cash Deposits/Bonds in Final CV Determination

The next step is for ITA to make its final CV determination, which is currently due August 6, 2012. At that point, the ITA may still make an affirmative CV determination and suspend CV liquidation and require CV cash deposits/bonds.
