Vietnam Steel Pipe: Preliminary CV Cash Deposit/Bond Rates Take Effect
The International Trade Administration made a preliminary affirmative countervailing duty determination that countervailable subsidies are being provided to exporter/manufacturers of circular welded carbon-quality steel pipe from Vietnam (C-552-810). The ITA found preliminary CV rates of de minimis to 8.06%, which are effective on March 30, 2012. U.S. Customs and Border Protection is expected to implement these CV cash deposit/bond requirements soon.

Suspension of Liquidation Cash/Bond Requirements
The ITA is directing CBP to suspend liquidation of all entires of circular welded pipe from Vietnam that are entered, or withdrawn from warehouse, for consumption on or after March 30, 2012, and to require a CV cash deposit or bond for such entries of merchandise as follows:

1As SeAH VINA's preliminary calculated rate (0.04%) is de minimis, the ITA is not directing CBP to suspend liquidation of entries produced by SeAH VINA, nor will it direct CBP to collect cash deposits from that company. (This applies only to CV suspension of liquidation and cash deposits. Liquidation of entries produced by SeAH VINA may still be suspended due to an affirmative AD preliminary determination, and AD cash deposits may be collected.
