House Appropriations Subcmte Approves FY 2011 Bill to Cut CBP Funding by Quarter Billion
On June 24, 2010, the House Appropriations Committee’s Homeland Security Subcommittee held a mark-up of the fiscal year 2011 appropriations bill for the Department of Homeland Security (including U.S. Customs and Border Protection, Immigration and Customs Enforcement, and Transportation Security Administration). During the mark up, the Subcommittee approved the bill for full Committee action.
(FY 2011 DHS appropriations bill has not yet been introduced. The bill is expected to be introduced after the full Appropriations Committee has conducted its own mark up.)
CBP Appropriations Would Decrease a Quarter Billion from Level Enacted for FY 2010
The Subcommittee approved $9.8 billion for CBP, $282.3 million less than what was enacted in FY 2010. However, the bill would fully fund the requested increase of almost $45 million for an additional 389 CBP officers and mission support staff.
The bill also contains a $7 million increase to enhance targeting systems and the capacity of the National Targeting Center to deal with expanded cargo and passenger screening
According to Subcommittee sources, details on the amounts for other CBP programs, including the Automated Commercial Environment (ACE), are not yet publicly available.
TSA Funding Would be Increased 6%
The Subcommittee’s bill would increase the TSA budget by 6%, the largest increase for any agency within DHS. However, the bill’s appropriations for air cargo security ($117.5 million) and transportation threat assessment and credentialing ($204 million) would be less than the levels that were enacted in FY 2010 ($5.3 million and $15.8 million less, respectively).
Subcommittee Bill Would Increase FY 2011 Funding for ICE
The Subcommittee’s bill contains $5.6 billion for Immigration and Customs Enforcement, a $134.7 million increase over what was enacted in FY 2010.
