CBP to Slowly Deploy 24 "High Priority" ACE Summary Edits, Offers Interim Measure

U.S. Customs and Border Protection has posted the January and February 2010 Trade Support Network monthly activity reports, which summarize the activity of all of the TSN Committees and Subcommittees for those months.

(TSN is a group of trade representatives who provide input into the design and development of modernization projects, such as ACE. CBP has been meeting with the TSN since May 2001 regarding the development of ACE. TSN consists of members of the trade community, including trade associations, importers, brokers, carriers, sureties, and others.)

The following are highlights of the reports:

Slow Deployment of 24 "High Priority" ACE Edits Due to Lack of Resources

CBP maintains its commitment to program in ACE the 24 "high priority" entry summary edits that were requested by the trade. Given the current strain on budget/resources, the deployment of these edits will have to occur over time, as separate chunks.

(In 2007, CBP proposed that 63 current Automated Commercial System (ACS) edits specific to the commercial preparation of the entry summary not be carried over into ACE. TSN reviewed and evaluated CBP's proposal and responded with 24 edits that members believed were critical to keep. CBP's proposal was originally called "Edit Lite" and is also referred to as "Edit Modification."))

Hybrid Document and Enhanced HTS Query as Interim Measure

However, ACE Executive Business Owner Baldwin would like to offer the following as an interim measure: (1) a hybrid document, to include business rules, policy, and a robust CATAIR, to serve as a cross-walk until the edits can be programmed; and (2) an enhanced HTS query. Baldwin was to put together a task team to pull this information together and seek out trade volunteers (business and technical) to participate on this team.

Problem Post Summary Correction Reason Codes Identified

TSN's Account Management Committee and Broker Account Subcommittee reviewed the Post Summary Correction Reason Codes list provided by CBP and identified possible missing codes. Clarification was also requested on some of the codes.

Spreadsheet on ESAR Issues

TSN's Entry Committee announced that CBP had proposed the development of a spreadsheet pertaining to identified issues with ESAR functionality. CBP has posted an Excel spreadsheet to its website listing ESAR A2.2 (Initial Entry Types) and A2.3.1a (AD/CVD Entries and Case Management) issues.
